Technical SEO is the work that makes a site readable to search engines. It rarely wins a ranking on its own, it removes the reasons a page cannot win one.
That makes it the right thing to do first. Every page published onto a site with crawl problems or slow load times inherits those problems, so fixing them afterwards means the content was earning less than it could have the whole time.
Why does technical work come before content?
Because content sits on top of it. A well-written page on a site engines struggle to crawl is a well-written page nobody finds.
It is also mostly one-time. Content is an ongoing program; technical fixes are largely a project you complete and then maintain, which makes the sequencing straightforward, do the finite thing before the endless one.
Which fixes actually matter?
Can search engines find every page?
A clean structure means every page is reachable within about three clicks of the homepage, and nothing important is orphaned with no links pointing to it.
Orphaned pages are common on contractor sites after a redesign: the page still exists, nothing links to it, and it quietly stops being indexed. An XML sitemap helps engines discover pages, but it does not compensate for a page nothing links to.
How fast is it on a phone, on mobile data?
Not on office wifi. That distinction matters more than any other single measurement, because it is the condition your highest-intent visitor is actually in.
The usual causes are oversized images, accumulated third-party scripts, and slow hosting. All three are fixable without redesigning anything, and all three cost calls invisibly, the visitor lost during load appears in no report you will ever read.
Are there crawl errors and broken links?
Search Console reports these directly. Broken internal links waste crawl budget and strand whatever authority the linking page was passing along.
Worth checking after any site change. A redesign or URL restructure that skips redirects produces exactly this, and the damage is invisible until traffic drops.
Does the markup describe the business correctly?
Structured data tells engines what a page is rather than leaving them to infer it: that this is a local business, these are its services, this is a question and that is its answer.

Is the content in the HTML?

How do you know which one is your problem?
Search Console tells you most of it for free. Coverage shows what is indexed and what is not. Core Web Vitals shows speed as experienced by real visitors rather than a lab test. Impressions on pages you did not know you had reveal what is being crawled.
The diagnostic order that usually works: is the page indexed at all, does it load fast enough on a phone, and does it link to and from the rest of the site. Most contractor sites fail at least one.
What does this not fix?
Whether the page deserves to rank. Technical work makes a page eligible; it does not make it better than the pages currently winning. A perfectly optimised page that answers a question worse than its competitors will stay where it is.
